China Increases Quality Control Measures on Medical Supplies
The global demand on Chinese manufacturers to produce Covid-19 related medical and protective supplies is increasing daily. With this increased demand, China has imposed quality control standards to guarantee the integrity of the products that are being exported in an effort to prevent non-compliant products infiltrating the medical supply chain.
The required standards are being updated by the GACC (General Administration of Customs People’s Republic of China) as the government deems necessary, making it difficult for some factories to comply timely with the more stringent requirements. We therefore strongly urge all importers of medical and protective supplies to immediately communicate with their suppliers to assure that, if their products are classified under the newly imposed regulation , they meet the GACC new requirements of having a Commodity Inspection Certificate (CIQ). This will avoid delays imposed by China customs at the time of departure. Cargo inspections on these commodities at the time of China customs clearance had become more frequent and are expected to increase significantly under the newest regulations.
It is also important to assure that these supplies are compliant with North American Customs requirements to avoid delays and inspections at the time of arrival customs clearance.
Regulations have been changing at such a pace, that it is becoming challenging for suppliers to maintain compliance. It is essential to work with your factories to verify with their China customs brokers that their documents meet the most recent requirements. We highly recommend early delivery by the factories to the export facility as the clearances are now more time consuming, especially in the event of customs inspection.
